UNHCR Procurement Policy


The objective of UNHCR's procurement policy is to provide the beneficiaries or end users with appropriate quality products or services at the specified time and place and at the lowest total cost.

Sourcing activities in UNHCR focus on the establishment of long-term, mutually beneficial commercial relations termed Frame Agreements, with a wide array of partners and suppliers.

UNHCR does not purchase from companies engaged in the sale or manufacturing, either directly or indirectly, of antipersonnel mines or any components produced primarily for the operation thereof.

UNHCR does not purchase from companies engaged in any practice inconsistent with the rights set forth in the Convention on the Rights of the Child.

UNHCR's procurement is based on fairness, integrity & transparency through competition and best value for money.

UNHCR procures required goods and services through competitive tendering (solicitations) from qualified vendors registered with UNHCR or with the United Nations Global Marketplace (UNGM).                  

UNHCR's Tendering Procedures to Procure Goods and Services:  

The applicable procedure to procure goods and services depends of the complexity of the particular requirement and the expected US dollar value of the purchase. Consequently, tendering procedures would be issued as a Request for Proposal (RFP) or an Invitation to Bid (ITB) or as a Request for Quotation (RFQ).

A Request for Proposal (RFP) is a formal tender document (solicitation) for high-value services to satisfy a requirement that cannot be described in a complete or definitive manner. It describes (in narrative form) the situation or problem to be addressed and requests that bidders describe in their proposal how they would approach and solve the problem. 

The overall best solution, best value in accordance with pre-defined evaluation criteria, will win the contract, not necessarily the lowest price. 

An Invitation to Bid (ITB), is a formal tender document (solicitation) for high-value value purchase of goods, in which the requirements for competitive bidding are specified thoroughly, which permits all prospective vendors to submit bids on the same basis for evaluation (in accordance with terms stated in the ITB). 

A Request for Quotation (RFQ) is a less formal tender document (solicitation) that describes the requirements quantitatively and qualitatively and requests prices and commercial terms from vendors, for lower value procurement for goods and services that meet neutral (standard) specifications and are usually readily available on the market. 

In some opportunities, UNHCR request information from potential suppliers through written communications called Expression of Interest (EOI). Through an EOI, suppliers are invited to provide information on their resources, products, qualifications and experience. 

The submission of an expression of interest does not necessarily result in the inclusion of a supplier on a shortlist for any given procurement action. However, the submission of an Expression of Interest increases the chances of being short listed.
